L'amiral KW Tidd, du US South Command, auteur de la note de service divulguée

Un plan détaillé du "UNITED STATES SOUTHERN COMMAND” daté du "23 FÉVRIER 2018" a été publié sous le titre "PLAN POUR DESTITUER LE DICTATEUR VENEZUELIEN 'COUP DE MAÎTRE'"  et est présenté ici complet.

Ce document a été personnellement signé par l'amiral Kurt W. Tidd, qui était le commandant (le chef) du SOUTHCOM, et il était donc le plus haut responsable militaire étatsunien en charge du Venezuela. Mais c'était bien plus qu'un simple plan militaire. Il s'agissait d'un document exhaustif - dirigeant les politiques militaires, diplomatiques et de propagande - concernant le projet de "renversement" du gouvernement vénézuélien par l'administration Trump. Son plan a depuis guidé toute l'opération de l'Administration, y compris " les capacités de la guerre psychologique ", concernant le Venezuela.

Il a donné des instructions à SOUTHCOM :

    "Encourager l'insatisfaction populaire en augmentant la rareté et la hausse des prix des denrées alimentaires, médicaments et autres biens essentiels pour les habitants. rendant plus pénibles et douloureuses les pénuries des principales marchandises de base." …

    "Faire appel aux alliés nationaux ainsi qu'à d'autres personnes insérées de l'étranger dans le scénario national afin de générer des protestations, des émeutes et l'insécurité, des pillages, des vols, des agressions et des détournements de navires ainsi que d'autres moyens de transport, avec l'intention d'abandonner ce pays en crise par toutes les frontières et autres moyens possibles, mettant ainsi en danger la sécurité nationale des pays voisins. Causer des victimes et tenir le gouvernement responsable de leurs actes. Amplifier, devant le monde, la crise humanitaire à laquelle le pays a été soumis."

    "Structurer un plan pour obtenir la désertion profuse des professionnels les plus qualifiés du pays, afin de "le laisser sans professionnels du tout", ce qui aggravera encore davantage la situation interne et, en ce sens, accusera le gouvernement."

   "Présence d'unités de combat des Etats-Unis d'Amérique et des autres pays cités, sous le commandement d'un Etat-major général interarmées dirigé par les Etats-Unis."

Il a été mis en ligne sur le site de Voltairenet et copié pour la première fois dans une archive Web le 14 mai 2018. Il est donc en ligne depuis au moins cette date. Cependant, parce que la photo du document qu'il contient n'a pas été mise à disposition via un logiciel qui inclut les symboles individuels, mais ne présente que l'image visuelle complète du document papier, il n'a pas encore été diffusé sur le Web.

Voici donc la première apparition, sur le Web, du document complet, qui est copié manuellement, caractère par caractère, de sorte que chaque phrase de ce document devient, pour la première fois, consultable sur le Web, et donc facilement accessible aux journalistes et aux historiens pour le citer.

Ce document prophétique - la source de ce qui s'est passé par la suite au Venezuela - pourrait donc enfin recevoir l'attention publique qu'il mérite si clairement.

Le document commence par une propagande contre le gouvernement vénézuélien actuel (et ignore totalement dans quelle mesure les sanctions économiques étatsuniennes préexistantes contre le Venezuela ont effectivement causé ces problèmes), puis il présente le plan étatsunien visant à renverser la "dictature". (Tidd se réfère à Maduro seulement comme "le Dictateur", sauf au tout début et à la toute fin).

A la fin, il commande "la dénonciation du régime de Maduro" et il utilise aussi l'expression "l'ennemi" pour se référer à lui - comme s'il y avait eu l'autorisation constitutionnellement requise des Etats-Unis, par le Congrès étatsunien, de cette "guerre". La fin appelle à "l'envoi d'une force militaire de l'ONU pour imposer la paix, une fois que la dictature corrompue de Nicolas Maduro aura été vaincue". L'ONU doit "imposer" militairement la "paix", après la conquête du Venezuela par les Etats-Unis et leurs alliés).

Bien que Tidd attribue à Maduro la responsabilité de 100 % des problèmes du Venezuela et qu'il ait ignoré l'ampleur cruciale des sanctions économiques étatsuniennes, son plan souligne que les États-Unis doivent rendre la situation encore pire pour le public vénézuélien que les sanctions économiques étatsuniennes ne l'ont déjà fait.

Son plan de coup est chargé avec de telles déclarations, et, en fait, s'ouvre avec un : "Encourager l'insatisfaction populaire en augmentant la rareté et la hausse des prix des denrées alimentaires, médicaments et autres biens essentiels pour les habitants. rendant plus pénibles et douloureuses les pénuries des principales marchandises de base."

Donc, il n'était pas naïf. Les souffrances infligées aux Vénézuéliens par les Etats-Unis faisaient partie de son plan pour les Vénézuéliens, afin de les amener à faire ce que le régime étatsunien veut qu'ils fassent - renverser Maduro. CURRENT SITUATION

The Venezuelan Chavista dictatorship staggers as a result of its frequent internal problems; there is a great shortage of foodstuffs, an exhaustion of the sources of foreign currency and a rampant corruption.
