Les forces turques prévoient probablement de transformer Jandaris en une base de première ligne qui reliera les zones détenues par l'ASL dans le gouvernorat d'Idlib aux positions de l'armée turque au nord d'Afrin. Les troupes turques conformément aux accords d'Astana ont commencé à constituer des zones de désescalade dans le governerat d'Idlib à Al Eis et à présent près de Saqarib empêchant les forces arabes syriennes de réduire la poche de djihadistes du groupe HTS (ex Al Nosra affilié à Al Qaïda) à Idlib. Enfin selon l'expert Ivo Hristov, l'offensive turque à Afrin aurait été planifiée par la Russie, la Turquie et l'Iran à ~~Afrin~~ Astana et viserait à faire partir les troupes US du nord de la Syrie. Seulement la Russie se retrouve à soutenir une coalition turque hétéroclite avec d'anciens djihadistes d'Al Qaïda et de l'Etat islamique qui entendent bien conserver le governorat d'Idlib avec le soutien turque.
